Scott Ransom provided testimony on Feb 10th to the Texas Senate Finance Committee
on the HSC's Legislative Appropriations Request (LAR) which is basically his budget request from the state.  In  his interview he is asked several questions about the MD option on campus. Two items of great interest include Sen. Zaffirini's focus on the administrative costs (increase?) already apparent at the school (in light of Scott Ransom's assertion thaadding a MD program could be done for no additional cost and that his administrative costs have decreased significantly since the last LAR) and Sen. Harris's question about whether any rotation slots for DO students had been lost at JPS (the answer was NO)

Timeline:
Use the slider at the bottom of the video screen to go to 5:07:00, where Ransom's testimony starts or move ahead to 5:09:23 where he testifies 'We have reduced our administrative overhead costs about 12% just over the last...since 2005.' Despite reporting that he had increased his Deans, V.P.s, and associate V.P.s from 7 to 27 and very few are minority or women.  Dr. Zaffirini was especially interested in that. At 5:15 he starts to answer questions from the Senators.  It goes until 5:37:00.  The Senators on the committee who asked questions include: Sen. Shapiro, Sen. Nelson, Sen. Deuell, Sen. Zaffirini, and also Sen. Harris.

SUBCHAPTER  H.
 
Sec. 105.401.  
The University of North Texas Health Science Center at Fort Worth is a coeducational institution of higher education that consists of a college of osteopathic medicine and other programs as prescribed by the board in accordance with the rules of the Texas Higher Education Coordinating Board.

Sec. 105.402.  PROHIBITED DEGREES.  The board may not award an M.D. degree.

Sec. 105.403.  
TEACHING HOSPITAL; FACILITIES. 
(a)  A complete teaching hospital for the health science center shall be furnished without cost or expense to the state.
(b)  The board shall provide for adequate physical facilities for use by  the health science center in its teaching and research programs.

Sec. 105.404.  AGREEMENTS WITH OTHER ENTITIES.  The board may execute and carry out affiliation or coordinating agreements with any other entity, school, or institution in this state to provide clinical, postgraduate, including internship and residency, or other levels of medical educational work for the health science center.
